Senate Bill No. 668 proposes amendments to the Health Care Facilities Act of July 19, 1979, focusing on the establishment of a certification program for "Certified Medication Aides" (CMAs) in long-term care facilities in Pennsylvania. Key provisions include:

  1. Definitions and Roles: The bill defines a CMA, outlines qualifications (such as being a certified nurse aide with experience), and specifies the roles of the Department of Education and trained instructors.
  2. Training Requirements: To become a CMA, individuals must complete a training program of at least 80 hours, including classroom instruction and clinical skills demonstration. The program will cover essential topics related to medication administration and patient rights.
  3. Medication Administration: CMAs can administer various types of medications under the supervision of registered nurses (RNs) or licensed practical nurses (LPNs).
  4. Certification and Renewal: CMAs must pass an examination and demonstrate competency to receive certification. Reauthorization is required every two years, including continued education and clinical competency assessments.
  5. Reporting and Oversight: Long-term care facilities employing CMAs must report any disciplinary actions and conduct annual competency reviews.
  6. Annual Reporting: The Department of Education is tasked with submitting an annual report on the CMA program's implementation, including statistics on training programs and certification rates.
  7. Regulatory Authority: The Department may establish necessary regulations to enforce these provisions.

The act is set to take effect 180 days after passage. Overall, the bill aims to enhance medication administration standards in long-term care facilities by formalizing the role and training of medication aides.
